Those who survived were deported and exiled as a whole, and as planned by the Russian Empire, thousands of people died on the roads. </div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Russian Empire desired only “the land that belonged to Circassians, not the Circassians themselves.” After 1864, the deportations continued for different reasons and under different disguises, and every kind of pressure was applied to our few kinsmen to leave their homelandas well. These sad events were recorded by eyewitnesses, and the relevant historical documents, some of which have been published, are preserved in the state archives.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Today, only one tenth of the Circassian population, about 700,000 people, live in afragmented and dispersed territory that can only be described as a small part of historical Circassia. Although Circassian people are a single nation, they were condemned to live inseparate political settlements, under different names, and isolated from each other by the Soviet administration and its successor, the Russian Federation administration, as if they were different nationalities. </div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Currently, due to the Circassian Genocide and Exile, the 90% of the Circassians live outside their homeland, scattered in more than fifty countries all around the world. Circassians inexile are deprived of the “indigenous people's right to contact their own country,” which isdefined as the most basic human right by the Human Rights Convention. The Russian Federation refuses to allow the Circassians in exile to return to their homeland, even for urgent humanitarian purposes. The desire of the Circassians in Syria, who are in the middle of the conflicts between the rival parties in the ongoing intense war and who are experiencing all the pains of this civil war, to return to their own country due to the life-threatening danger is left unanswered and ignored by the Russian Federation.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">In addition, activists who expressed their opinions on the "Circassian Question" in completely democratic, legal, and peaceful ways were detained, harassed, and put under pressure with open and covert threats. This unfair attitude is still maintained by the Russian Federation in different forms. The Parliament of the Republic of Kabardino-Balkaria (with its decision,dated 7 February 1992 and numbered №977–XII-B), and the Parliament of the Republic of Adygea (with its decision dated April 29, 1996, and numbered 64-1), recognized the Genocide, conducted during the 101-year Russian-Circassian War. They condemned the Circassian Genocide and demanded that the Russian Federation recognize the Circassian Genocide.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Georgia became the first member of the United Nations to recognize the Circassian Genocide, with the decision taken in its parliament on 20 May 2011, at the request of the Circassian People. According to this decision taken by the Georgian Parliament, during the war between 1763-1864, the Russian Empire implemented a policy of Ethnic Cleansing against the Circassians and settled another ethnic group (the Russian population) in the homeland of the Circassians. According to independent observers, Tsarist Russia launched barbaric military activities aimed at punishing Circassian civilians, completely exterminating a large part of the population in Circassia. In this brutally planned process, the famine and contagious diseases deliberately created by Tsarist Russia caused the destruction of the civilian population.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">The Georgian Parliament declared acts committed against Circassians as genocide in accordance with the Hague Agreement No. IV of October 18, 1907 and the Treaty on the Prevention and Punishment of Genocide Crimes of 1948. It has been revealed that the Russian Federation, which acts with the same arguments as the Russian Empire on the Circassian Question even in the 21st century, exhibits the same attitude in all respects with its invasion of Ukraine. The old- world habit of "conquest of land by occupation", which is thought to be an old way of thinking, was carried to the modern world by the Russian Federation and this situation shocked the whole world even more. The Russian Federation first organizes hybrid and proxy wars on the territory of independent states with bloody and barbaric attacks in front of the whole world, and when it fails, it directly resorts to war and occupation.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Today, the Russian Federation is forcibly sending the Circassians to the Ukrainian front, where many young people lost their lives. Their families organized many protests to prevent these young people from being used in this illegal war waged by Russia, but they could not prevent this result. The fact that the Circassian youth was sent to the Ukrainian front to their absolute death shows that the Russian policy of genocide is being continued with modern methods. This method also aims to create hostility between the Circassian and Ukrainian peoples.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">As the Circassian Nation, we strongly condemn Russia’s war of aggression against Ukraine. We believe that there is no difference between the occupation of our homeland by the Russian Empire in 1864 and the occupation of parts of Ukraine by the Russian Federation. As a people whose country was occupied by the Russian Empire, we support the Ukrainian Government and the Ukrainians in their just struggle. Scientists in the Republic of Adygea, a province in south Russia, are restoring old varieties of fruit trees. The project has the support of local residents, who have raised funds and want to bring the old gardens back to life.</div>

The Circassian gardens have been around for more than 150 years, and in order to preserve this unique heritage scientists want to bring back and breed the most precious varieties of Adygea fruit trees. The list includes trees that bear apples, pears, plums, quinces, peaches, sweet cherries, walnuts, hazelnuts, and chestnuts.</div>

Adygea is a small picturesque republic in the south of Russia with many mountains, rivers, waterfalls and caves. The native population, the Adyghes, are one of the most ancient ethnic groups in the West Caucasus region. Although their written language emerged much later, the Adyghes have long had a highly developed culture, especially in blacksmithing, jewelry-making and gardening.</div>

<i>In the Russian Empire, the old Circassian gardens were considered to be one of the greatest wonders of the Caucasus. The gardens covered an area of at least 100,000 hectares. After the Caucasus war in the 19th century, most Adyghes left the mountains where they had been living for centuries, and settled in the valley bringing some of their fruit varieties with them.</i></div>

There are still kilometer-long stretches of apple, pear, quince, cherry plum, and nut trees growing in the forests on the land once populated by the Adyghes. Modern agronomists are amazed at how skillfully those trees were grafted and that, despite their age, they still bear fruit.</div>

Fruit farming has long been considered a noble pursuit in the Caucasus region. According to local tradition, if a young man has not yet planted at least 40 trees, it's too early for him to get married. "I personally have planted 67,000 small plants and 3,000 to 4,000 big ones; young women joke that I could have already married many times," Sukhorukikh said with a smile.</div>

To leave a trace on Earth</div>

Almost 47 hectares along the Maykop-Guzeripl road are taken up by forests with wild fruit trees, and an eco-park is being created here. Circassian varieties have already been grafted on the first 200 young trees. In the spring of 2016, the search for remaining old varieties will resume.</div>

"The revival of the Circassian gardens will give the local population access to organically-grown produce, and people will be able to come to the eco-park and pick the fruit,'' Sukhorukikh explained. ``We are approached by old and young people alike; everybody wants to plant a tree and learn to graft because they want to leave a trace on Earth after they're gone.''</div>

The project to restore fruit tree nurseries is funded with money raised by the Heritage Foundation, and it involves local scientists and residents. "It would be impossible to restore the fruit tree nurseries without enthusiasts,'' Gazy Chemko, head of the Heritage Foundation, told RBTH. “For instance, university professor Irina Bandurko has grown Circassian varieties of pears and apples from seeds, and they are already bearing fruit and are excellent material for breeding at fruit tree nurseries.”</div>

In the 1940s-50s, Adygea had a special program for restoring fruit orchards, but it was eventually abandoned. Another attempt was made by the authorities in 1996, when a program for preserving the gene pool of "the old Circassian gardens" was launched.</div>

The plan was to involve German environmental groups and the Federation of UNESCO Clubs of France, but no financing was allocated. That's why actual work to restore the old gardens begins only now, with money raised by the public.</div>

Local plant breeders are paying particular attention to walnuts, one of the staples of Circassian gardens. Thanks to the cross-breeding of different varieties, scientists have managed to create the world's first walnut tree that blooms four times a year.</div>

Scientists are now working on a large-scale project to breed chestnut and hazelnut trees, which have also historically grown in Circassian gardens. Circassian activist Martin Kochesokov, who was arrested on the same day as Moscow journalist Ivan Golunov now faces up to ten years in prison because the authorities planted drugs on him just as they did on Golunov but the powers that be do not face the united opposition of his colleagues that forced them to drop charges and release Golunov.

In an interview yesterday, Kochesokov says that his tragedy and that of the Circassians is that Russian officials appointed by Moscow to run their affairs have gotten used to the idea that they can do anything they want, including make people simply disappear; and they are less responsive than officials in Moscow (meduza.io).

Nonetheless, the Golunov case shook them as far as their treatment of him has been concerned. “At meetings in defense of Golunov, people came out with placards about me. There were also pickets in Cherkessk, Daghestan, Europe, Moscow and abroad where there is a Circassian diaspora. And more than 200 people assembled at the time of [Kochesokov’s] trial.”

That shows, Kochesokov says, that the powers that be are less certain of their position now than they have been in the past. They certainly still feel more free to act as they like than do their counterparts in Moscow but not as free as they did earlier.

Kochesokov has been identified as a political prisoner whom the powers are using their beloved tactics of planting drugs and falsifying testimony and judicial decisions. He now faces up to ten years in jail. But he may escape that fate if all Circassians and all people of good will regardless of nationality speak out now.

No one thought that Golunov would be released, but that happened. If we speak out now, there is a chance that the same thing can happen to Kochesokov. He deserves no less.

The monolith carved from sandstone is more than two hundred years old (date is 1772) and it stood on the grave of a noble Circassian prince family. But where exactly and to whom exactly belonged - remains to be study.<br />

Rumors of a strange stone with obscure inscriptions have been circulating in the Seversky district of the Krasnodar Territory for several decades. The monolith traveled from courtyard to courtyard until it came to a resident of Krasnodar, who was building a cottage in the village of Azov. The Russian-Caucasian war (1763-1864) was one of the most tragic pages in the history of mankind. Circassia – the largest and the most prosperous country at that time in Caucasus, already having a special democratic way of life and developing a rich and distinctive culture, – ceased to exist. As one of reminders of the past there was, for example, a Cherkeska – men's military suit, which was adopted by many peoples of Caucasus, as well as Cossacks and tsarist officers. The last emperor of Russia Nicholas II wore a Cherkeska as a festive outfit. Adygs (Circassians), other highlanders of Caucasus, as well as Cossacks, are dressed in it so far. And this is just a small touch to what the culture of Adygs (Circassians) was.<br />
<br />
According to official data of the Caucasian Archaeographic Commission, that worked in 1864-1886 under the chairmanship of Adolf Berger, from among more than 1 million Adygs (Circassians) over 400 thousand people died in the Russian-Caucasian war, 497 thousand were evicted, and about 80 thousand remained in their historical homeland. The ousting of the Circassian population out from Caucasus continued until the outbreak of the World War I, when there were only about 60 thousand people in their homeland.<br />
<br />
At present, in Russian Federation Adygs (Circassians) compactly live in six regions: as titular, related, but still different peoples: in the Kabardino-Balkarian Republic, the Republic of Adygea, Karachay-Cherkessian Republic, and as a non-indigenous population in the Republic of North Ossetia-Alania, Stavropol and Krasnodar Regions. In none of these regions Adygs (Circassians) do have the status of the indigenous people, although in fact they have. According to the 2010 census of Russian Federation, in total 680,737 Adygs (Circassians) live in these territories. Outside of Russian Federation they are settled in more than 50 countries all over the world. Their compact settlements are situated in Turkey, Jordan, Syria, Israel, Iraq and Libya. According to approximate and possibly very underestimated data about Circassians in those countries, there are about 3 million people.<br />
<br />
In the XX century Adygs (Circassians) – residents of the USSR – were first in four, and then in three national autonomies. Shapsug national district, which was located on the Black Sea coast (at the western end of historical Circassia) in 1945 was abolished.<br />
<br />
The official historical science hushed up the question of the Russo-Caucasian War. The Soviet system was designed so that few people knew about the tragedy that had befallen the ancestors of Adygs (Circassians), and even if someone had such information, he should have been afraid to talk about it. Non-Russian Circassians, who lived in freer conditions, had neither the opportunity to see each other, nor otherwise share information with their compatriots in their historical homeland. The truth in its fuller scope became known in the post-Soviet era, when scientists of the national republics got access to the archives. It was then several books on the genocide of Adygs (Circassians) appeared. They were based on reports and records of tsarist generals and Cossack chieftains concerned the conquest of territories by means of complete elimination, including civilians, on the use of scorched land tactics, which deprived the remaining people means of subsistence, about how mass deportation of defenseless people was carried out already after the war. Everything was done according to the installation recorded in those documents from above: “We need the land of Circassians, and Circassians themselves are unnecessary for us.”<br />
<br />
Today, according to the status in accordance with the Constitution of Russian Federation and republican constitutions Adygea, Kabardino-Balkaria and Karachay-Cherkessia (like other Russian republics) are states in the state. However, real state rights: to the subsoil, natural resources, to fair taxation, to have mechanisms for protection of national languages, their cultures, contain health care in the regions, etc. are missing. The regions are also deprived of rights to foreign policy relations, which are especially important for Circassians: Kabardino-Balkaria, Adygea and Karachay-Cherkessia cannot use the potential of their foreign diaspora – neither in terms of attracting investments, nor even in terms of compatriots’ repatriation. Only some managerial functions are left to the local authorities. But still, the right to direct elections of republics’ heads, heads of municipalities, and even rural settlements has been taken away from the population. The population also does not have the ability to resist elections fraud, regardless of their level.<br />
<br />
The Supreme Council (parliament) of Kabardino-Balkaria adopted in 1992a resolution on the Circassian genocide committed by Russia, the State Council – Hase (parliament) of the Republic of Adygea – in 1996, that is, during the period of the greatest post-Soviet democratization of the country. Immediately after the adoption of those resolutions the both parliaments addressed the Supreme Council of Russian Federation (the State Duma of Russian Federation) with a request to recognize the genocide of the Circassians at the federal level. However, local deputies, as well as their voters, did not receive not only recognition of the genocide, but also just an official reply. However, as such reply may be “The appeal of the President of Russian Federation Boris Yeltsin to the peoples of Caucasus on the 130th<br />
<br />
anniversary of the end of the Caucasian war” from May, 18, 1994. In it, the head of the state, in line with the “objective interpretation of the events of the Caucasian war”, estimated them as a courageous struggle of the peoples of Caucasus "not only for survival in their native land, but also for preservation of the original culture, the best features of the national character."<br />
<br />
On the whole, with the exception of the above Boris Yeltsin’s appeal, the Russian governments of all the periods considered the Circassians as a hostile people who would certainly begin to avenge their defeat. That is a far-fetched accusation, in which there was not even a grain of truth initially. Over the entire period of the exile, the Circassians never made attempts to draw the countries of their residence into a military confrontation with Russia. And vice versa, they did everything in their power to ensure that their countries maintained friendly relations with each other.<br />
<br />
In October 1996, the genocide of Circassians committed by the Russian Empire was recognized by the Organization of Nations and Peoples Without Representation (UNPO).<br />
<br />
Since the early 2000s in Russian Federation democracy began curtailing. The results of that process quickly affected Adygs (Circassians) of the Republic of Adygea, as the most unprotected part of non-Russian citizens of Russian Federation: only about 25% of the indigenous people in it. The question arose about depriving Adygea of the status of a republic and its return into Krasnodar Region. In the framework of that struggle, which was conducted by Circassians in the name of justice, the Circassian Congress – a public organization of the Republic of Adygea – prepared a CD with a set of the documents confirming the genocide of Adygs (Circassians) and in July, 2005 along with a request to recognize that genocide, it was transferred to the Admission Office of the State Duma of Russian Federation. In response to that, the Parliament of Russian Federation, the successor of the Russian Empire, sent a mocking explanation to the activists that the Circassians did not suffer during the Stalin deportations of peoples, that is, they avoided another lesser-scale tragedy that occurred 80 years after the end of the Russian-Caucasian war.<br />
<br />
In October 2006, the public requested the European Parliament to recognize the genocide of the Circassians in the 18th-19th centuries. The document was signed by the leaders of 20 public organizations of Russia, Turkey, Jordan, Syria, Israel, the USA, Canada, Germany and Belgium. In November of the same year, six Circassian public organizations of North Caucasus appealed to the President of Russian Federation Vladimir Putin with a similar request – to recognize the genocide of Circassians committed by the Tsarist Russia.<br />
<br />
Since December 2005, the Russian public began working with the Government of Georgia to encourage it to recognize the genocide of Adygs (Circassians) committed by the<br />
<br />
Russian Empire. In May 2011, "The Parliament of Georgia adopted a resolution recognizing the genocide of the Circassians by the Russian Empire during the war in Caucasus."<br />
<br />
Since March 2011, a new large-scale tragedy arose in the foreign Adyghe (Circassian) diaspora - the war in Syria. Before the war, about 120 thousand Adygs (Circassians) lived in that Arab country. Given the friendly relations between Bashar al-Assad and Vladimir Putin and in the hope for evacuation to their historical homeland, Syrian Adygs (Circassians) mostly concentrated in the area of the state capital – Damascus. However, neither the evacuation nor the mass repatriation of Circassians of Syria to their homeland took place.<br />
<br />
In May-July 2014, at the request of the American Circassian Diaspora, the genocide of Adygs (Circassians) committed by Russia was recognized by the Administrative Units of the State of New Jersey (USA) Wayne, Prospect Park and Khaledon.<br />
<br />
Since May 2014 till December 2015, Circassian activists – mainly representatives of the Russian foreign countries – sent a number of the governments of Eastern Europe a request to recognize the genocide of Adygs (Circassians) committed by Russia. Those were the Ukraine, Poland, Romania, Moldova, Lithuania, Latvia and Finland.<br />
<br />
In January, 2020, Russian President Vladimir Putin announced the need to amend the Constitution of Russian Federation, which alarmed Adygs (Circassians) all around the world.<br />
<br />
02/13/2020 the Syrian parliament, apparently in revenge for the victories of the Turkish army in the province Idlib, recognized the Armenian Genocide committed by the Ottoman Empire.<br />
<br />
On the same day the Russian ambassador to Turkey Aleksey Yerkhov, deviating from the topic of his statement on the Syrian-Turkish military confrontation, justified the actions of the Russian Empire during the Russian-Caucasian war and, denying the genocide of Adygs (Circassians), accused their modern representatives of that they composed a “beautiful legend” about a large-scale tragedy that befell their ancestors.<br />
<br />
02/26/2020 the Federation of Circassian Organizations of Turkey Çerkes-Fed sent a petition to the Turkish Parliament demanding that the genocide of Adygs (Circassians) committed by the Russian Empire be recognized.<br />
<br />
Thus, the relevance of the UN recognition of Adyghe (Circassian) genocide committed by the Russian Empire is dictated by many factors. The main ones are a distortion of the history of the conquest of Caucasus, lies and slander against Adygs (Circassians), one of its loyal defenders, constantly planted hatred in the country not only for Caucasians, but also for all non-Russians, growing threats to Russian national states, and therefore, the rights of peoples to self-determination, to preserve their identities, languages, distinctive cultures, decent living standards, etc. And the increase in those threats becomes even more significant with the<br />
<br />
introduction of so-called “amendments” to the initially imperfect Constitution of Russian Federation.<br />
<br />
In other words, the process of such “amending” shows that the position of the modern authorities of Russian Federation is akin to that of the Russian emperors of the late 18th – early 20th centuries. Therefore, the recognition of the genocide of Adygs (Circassians) will serve not only the revival of one people, but will also become an incentive for others to free them from lawlessness – both in the national and in a wider sense. This, as we can hope, will serve as the main factor in the return of Russian Federation onto the path of democratic rebirth.<br />
<br />
Dear Mr. Antonio Guterres and Ms. Karima Bennoune! It is clear that the question we raised is not the most straightforward. The Putin regime, looking illegitimate in the eyes of the Russian people for a long time and driven into a corner by the international community, remains the owner of the nuclear weapons. And it, it seems, should not be disturbed on such chronologically distant issue as the genocide of Adygs (Circassians). But our position is extremely critical, as this genocide is actually continuing!<br />
<br />
We are also aware that consideration of the issue of the genocide of Adygs (Circassians) at a session of the United Nations General Assembly may be blocked at any of the preparatory stages. Either the Russian representation itself or a representation of a country – Putin’s supporter, can easily cope with that. However, in that case, in our opinion, it is necessary to remember that the regime and the country are not the same things. A part of Russian Federation represented by the Kabardino-Balkarian Republic and the Republic of Adygea has already recognized the genocide of Adygs (Circassians). And it is impossible to erase from the history of the people, nor to ignore it.<br />
<br />
Based on the mentioned, we urge you to take all the possible measures to create the conditions for considering the issue of recognition of the Adyghe (Circassian) genocide committed by the Russian Empire during and after the Russo-Caucasian war.<br />

We are confident that even in the face of serious danger common sense must win!<br />

We are convinced that slandered but also famous Adygs (Circassians) will revive, and their country – Circassia – will become both civilized and prosperous again!<br />

Circassian (adygean) Activists from the group "Help to Syrian compatriots" and the NGO "Paryt" have spread 103 food packages among Circassian repatriates.<br />
<br />
The "Caucasian Knot" has reported that Circassian refugees began returning to their historical homeland, including to Kabardino-Balkaria, back in 2012, when the conflict had escalated in Syria. It is difficult for returnees to adapt in Russia, learn Russian and find work, the ethnic Circassians who had moved from Syria to Adygea have stated.<br />
<br />
Because of coronavirus, many Syrian returnees are jobless and in a difficult situation. "Many returnees had their businesses – cafés, shops – but they had to suspend their operation," said Ratmir Karov, an activist of the NGO "Paryt".<br />
<br />
He explained that his NGO and a group of Circassian activists are regularly raising funds to help Syrian repatriates.<br />
<br />
The "Paryt" continues helping Syrian repatriates in receiving documents for residence in Russia, Beslan Khagazhei, the head of the NGO, has stated.<br />

<b>The Circassian politician, scientist, president of the Confederation of the Nations of the Caucasus Musa (Yora) Shanibov passed away in age of 84.</b><br />
<br />
Yuri (Musa) Yunusovich Shanibov was born on December 29, 1936 in Kabardino-Balkaria.<br />
<br />
Graduate of the Faculty of Law, Rostov State University, Ph.D. He was an assistant professor of political science at the University of Kabardino-Balkaria. He served as second secretary of the Central Committee of the Komsomol of Kabardino-Balkaria. He headed the laboratory for inter-religious and interethnic conflicts.<br />
<br />
In August 1989 he headed the Association of Mountain Peoples of the Caucasus. In November 1991, he became president of the Confederation of the Nations of the Caucasus.<br />
<br />
In 1992 - First Deputy Chairman of the Congress of the Kabardian People. In September of that year, he was arrested for inciting ethnic hatred. The arrest caused riots in Kabardino-Balkaria. October 1 was released from custody.<br />
<br />
Musa Shanibov is the author of more than 50 scientific publications, 11 monographs, including: “Victory of Unity: Political Analysis of Conflict Situations in the Caucasus” (1994; published in Russia, Egypt, Turkey), “Social Problems of the Labor Collective: Research, Experimentation, and Planning Forecasting” (1978), “Innovative management and self-management of sociological processes in extreme conditions” (2000) and others.<br />

Head of Republic of Adygea Murat Kumpilov, on March 27 signed a decree of additional measures to prevent the spread of coronavirus infection.<br />
<br />
In accordance with the decree, new restrictions begin to apply in the republic in addition to those already existing to suspend the activities of sports, entertainment and leisure facilities, as well as holding public events.<br />
<br />
In particular, on the basis of the Decree of the head of Adygea, a regime of self-isolation of citizens over 65 is introduced. Hotels and other accommodation facilities, objects of sanatorium-resort treatment and rest must to suspend the reservation and check-in of citizens. Restaurants, cafes, canteens should not provide catering services, with the exception of take-away services.<br />
<br />
“All these measures are aimed to protect the inhabitants of the republic from the threat of the spread of infection,” said Murat Kumpilov.<br />
<br />
Recall that the Republic created an operational headquarters to counter the spread of coronavirus infection caused by 2019-nCoV. It operates around the clock to coordinate the actions of all ministries and departments, heads of municipalities in order to implement on the ground the orders and recommendations. The main task is to avoid the spread of coronavirus infection.<br />
<br />
Till April 27, in Republic of Adygea, 1 persons had infected with the coronavirus.<br />

<b>Open appeal to the Parliamentary Assembly of the Council of Europe regarding legal expertise of amendments to the Constitution of the Russian Federation</b><br />

In 1993, the Constitution of the Russian Federation was adopted, recognized by the Venice Commission of the Council of Europe in 1994 as conforming to the principles of a democratic state governed by the rule of law. This conclusion was one of the grounds for Russia's admission to the Council of Europe.<br />
<br />
In January-March 2020, Russian President Vladimir Putin initiated amendments to the Constitution hastily adopted by the Federal Assembly of the Russian Federation, causing extremely negative reactions from Russian civil society, representatives of indigenous peoples of the Russian Federation, human rights defenders, and the expert community.<br />
<br />
The proposed amendments to the Constitution of Russia, in particular the new version of Article 68 of the Constitution of the Russian Federation, establishes:<br />
<br />
"The state language of the Russian Federation throughout its territory is the Russian language as the language of the state-forming nation, which is part of the multinational union of equal nations of the Russian Federation."<br />
<br />
This norm, in our view, introduces ethnic segregation and discrimination of its indigenous peoples and national minorities in Russia, dividing the multinational people of the Russian Federation and granting a special status to ethnic Russians as a state-forming nation. Other indigenous peoples of Russia and national minorities are established as of non-state-forming peoples, if fact determining them to the status of "second-class"peoples and citizens. These amendments to the Constitution of the Russian Federation alienate Russia from the principles of a democratic federal state governed by the rule of law with a republican form of government, European constitutional values and democratic norms, and directly contradict Russia's obligations within the Council of Europe.<br />
<br />
We ask the Parliamentary Assembly of the Council of Europe to send a request to the Venice Commission on the compliance of the amendments to the Constitution of the Russian Federation, in particular Article 68 of the Constitution of the Russian Federation, with Russia's obligations within the Council of Europe.<br />
<br />
We also ask the Parliamentary Assembly of the Council of Europe to send a monitoring mission of PACE to Russia to assess the situation of Russia's indigenous peoples and national minorities, in the light of decisions taken in Russia on ethnic segregation and discrimination of its peoples.<br />

Information has appeared on the website of the State Duma of the Russian Federation that President V. Putin introduced new amendments to the bill amending the Constitution for consideration by the lower house of parliament. They are presented on 24 pages and consist of two parts. The first of them acts as a justification for the "special order" of their entry into force. Taking into account the 136th article of the current Constitution, which does not provide for a “nationwide voting” procedure, the initiative of the President of the Russian Federation does not look flawless.<br />
<br />
The content of the document is far from optimal. The declaration of the Russian Federation as the successor of the USSR, for example, seems redundant, since from December 24, 1991, Russia officially took the place of the USSR in the UN Security Council, and since then no state has disputed this provision. The thesis about the “millennial” character of the Russian Federation also looks unconvincing. The need to ensure "protection of historical truth" also does not seem self-evident. Firstly, science does not operate with the concept of “historical truth”. A relevant term for the objective reflection of certain aspects of the realities of the past in modern historiography is the concept of “historical reliability”. However, even in this case we consider redundant the “constitutional provision” of the “protection” of issues that are resolved in the field of routine scientific procedures.<br />
<br />
The proposal that “the Russian Federation provides support to compatriots living abroad in the exercise of their rights, the protection of their interests and the preservation of the all-Russian cultural identity” also seems to be discriminatory. The end of the thesis, declaring the need for support only to those compatriots who maintain a “nationwide cultural identity,” essentially excludes millions of Circassians, Tatars, Kalmyks and other peoples living in diasporas around the world, whose homeland republics are part of the Russian Federation.<br />
<br />
And, finally, an unacceptable and contrary to the spirit of federalism, principles of human rights and freedoms, the right of peoples to self-determination, fixed in the current Basic Law of the country, is an attempt to establish one ethnicity, the Russian ethnicity, as "state-forming people" of the Russian Federation. We affirm that all the peoples of the Russian Federation, without exception, are the state-forming peoples.<br />
<br />
In connection with the above circumstances, we protest against the initiative of the President of the Russian Federation to amend the current Constitution of the Russian Federation.<br />

The CRO condemns the comments made by the Russian Ambassador in Turkey, Mr. Alexei Yerkhov on Feb. 14th of 2020. The top Russian Federation diplomat made some false and unnecessary comments about the Russian-Circassian war during the eighteenth and nineteenth century during an interview regarding the Moscow-backed military campaign in Syria and the Russian-Turkish relations.</div>

The Comments made by Mr. Yerkhov are disgraceful, false and misleading. Furthermore, has nothing to do with the subject of the interview. We sincerely believe that such irresponsible, incorrect and outrageous statements might jeopardize the Russian-Circassian relations. Furthermore, these statements are contradicting the statements made by the President of the Russian Federation, Mr. Putin, during his visits to the Republic of Kabardino–Balkar and the Republic of Adygea that emphasized on building and maintaining good relations between the Russians and the Circassians under the Russian Federation umbrella. Therefore, it is highy important that Mr. Yerkhov appologizes for his comments and release a statment that points out the mistakes he made during his interview.</div>

Delegates of the Federation from around Turkey , guests from political parties and civil society as well representatives of Circassian organizations from the Circassian homeland and the Circassian diaspora, in total of about 300 people attended the congress.<br />

The general assembly, which was held in two parts, started with the opening speech of the President of the federation Nusret Bash. After that the participants of the congress talk about the ways to strengthen the relations between all the Circassians in the world.<br />

In the second part, members of the board have reported the work what done for the past few years. After that the process of electing of the new board of directors of the federation was carried out. Nusret Bash reelected as the President of the federation.<br />
