During the week from April 11 to April 17, 2016, 11 persons fell victim to the armed conflict in Northern Caucasus: nine perished and two were wounded. These are the results of the calculations run by the "Caucasian Knot" based on its own materials and information from other open sources.
All the casualties are supposed members of the armed underground; four from Dagestan, and five – from the Stavropol Territory.
Attacks on law enforcers
At night on April 14, in the village of Sogratl, Gunib District of Dagestan, at a document check, an unidentified man opened fire at the policemen and was killed in a shootout. Later, he was identified as the 25-year-old Akhmed Shamkhalov, a resident of Makhachkala, who was, according to power agents, a member of the "Gunib" grouping of militants and was wanted for an attempt on the life of law enforcers.
On April 14, near the village of Nizhni Djengutai, Buynaksk District of Dagestan, DPS (traffic police) employees tried to stop a VAZ-2112 car, which had broken the traffic rules, but the driver would not stop; and fire was opened from inside the car. As a result, two policemen were wounded; and the attackers managed to escape. According to the Ministry of Internal Affairs (MIA) of Dagestan, both the driver and his passenger delivered fire at the policemen. A special plan "Perekhvat" (Interception) was announced in the Buynaksk District.
On April 16, in the village of Sernovodskaya, Kursk District of the Stavropol Territory, two unidentified men opened fire on law enforcers, when the latter tried to check their documents. In the course of the shootout, the attackers were killed and later pre-identified as Astemir Besleneev and Rashid Ustarkhanov.
Special and counterterrorist operations
On April 11, the operative headquarters for Dagestan quashed the counterterrorist operation (CTO) regime introduced in the Magaramkent District on April 10.
On April 13, one of the entries into the settlement of Leninkent, located in a Makhachkala suburb, was blocked by armoured vehicles. Power agents began checks in search of militants and introduced the CTO regime. One of settlement houses with alleged militants inside was blocked. When offered to lay down their weapons, they opened fire and were killed in a shootout. On April 14, a hideout with plenty of weapons and ammunition was found in the basement of the house. The CTO regime was lifted on the same day. One of the casualties was identified as Kamil Magomedov, the leader of local militants. Power agents believe in his involvement in undermining the MIA's motor convoys on March 29.
Explosions and terror acts
On April 11, three men tried to enter the building of the Novoselitsk ROVD (District Interior Division) in the Stavropol Territory and triggered their grenades. Two attackers were killed by policemen's response fire; the third one blew him up. Nobody was hurt in the incident. The CTO regime was introduced in the territory of the Novoselitsk Municipal District. The attackers were indentified as earlier convicted Zaur Akaev, born in 1983, Ramazan Khaibulaev, born in 1991, and Isai Abdulatipov, born in 1996. On April 13, the CTO regime was lifted.
Attacks on civilians
On April 16, a grenade was thrown into the house of Musa Meiriev, the director general of the travel agency "Vokrug Sveta" (Around the World), located in the city of Sunzha, Ingushetia. Nobody was hurt by the explosion.
Detentions
On April 12, law enforcers detained the 39-year-old Ibragim Djamalutdinov, who tried to escape. He is a supposed accomplice of the residents of the village of Kitaevskoe, who had attacked the building of the Novoselitsk ROVD in the Stavropol Territory.
On April 12, in the course of searches of the houses of three residents of the village of Nizhnie Achaluki, Malgobek District of Ingushetia, ammunition and weapons were found. Two of the men, born in 1978 and 1979, were detained after the searches; the third one – born in 1939 – was released under recognizance not to leave due to his old age.
On April 15, in Nalchik, law enforcers searched the house of a local resident, and took away the 23-year-old Alim Sultanov, who was passing his practice in a dental salon. His relatives came to the building of the local FSB and demanded to give the young man out to them; but they were told that Sultanov was not there. The relatives associate Sultanov's detention with the fact that the young man attends the mosque.
On April 15, another mass detention was undertaken of mosque-goers outside the mosque located in Hungarian Warriors Street in Makhachkala. No less than 200 parishioners of the mosque were detained, said a mosque employee.
On April 15, law enforcers detained a 23-year-old native of Nalchik, who, according to their version, had undergone training in a militants' camp in Syria. According to power agents, in September 2014, he crossed the Turkish-Syrian border and joined one of the armed groupings involved in warfare against the Syrian Army.
On April 14, policemen detained Zurab Mamedov, a resident of Makhachkala, who refused to give a DNA blood assay. Mamedov was delivered to the Leninsky ROVD; and an advocate was not admitted to him.
