The proposed Statutes of the International Circassian Movement to be established to work on the restoration of the legitimate national rights of the Circassian nation on their historical homeland Circassia through and peaceful means, which are guaranteed by international conventions and laws, stemming from the fact that Circassians of different nationalities in the world and the multiplicity of their administrative entities in the Caucasus they constitute one nation and their historical homeland is Circassia.

preamble

        Circassia which is located in the northwest of the Caucasus, is the historic homeland of the Circassians, going back to thousands of years and had established the first Circassian kingdom in 400 BC.
         No nation in the world was subjected to so many acts of aggression as The Circassian nation, where the Circassian nation had to counter successive invasions over the centuries, the first was in about the year 1200 BC, when Ramses II invading armies  followed by the Greeks, Romans, Persians, Seljuk Turks, Tartars and toward the end of the second half of the nineteenth century , the Russian Tsars conquered and occupied the entire Circassian national territory, and ended the Circassian national resistance and embarked on campaigns of extermination, murder, arson, displacement and forced deportation in a bloody campaign that will remain a stain on Tsarist Russia and the states that blessed their aggression and provided all forms of support for their crimes, and when the communists took the helms of power  they resumed with an aggressive policy leading a campaign of assassinations and  confiscation of properties and the elimination of intellectuals, and the persecution and liquidation of community leaders and the deprivation of personal freedoms, the destruction of cultural features, and banning the use of all national cultural instruments and transformed Circassian cities and villages into closed concentration camps calling them "self rule administrations" and started a process of Russification which oppressively and unjustly robbed the Circassian mind. With the advent of the New era of the Russian Federation, the Circassians are looking to fundamentally change the former methodology to open

         the Circassian people lost during the Russian - Circassian War more than a million people over 101 years, as 90% of population were forcibly deported to the Ottoman Empire, currently the Circassians living home only occupy  10% of the historical land of the Circassian people. And many Circassian tribes became extinct, like  the Makhosh, the Natukhai, the Zhaney the Ubykh tribes, and some Circassian tribes are in danger of becoming extinct like the Abzakh , Shapsogh and Hatuqwai tribes, today 90% of the Circassians lives outside their historic homeland Circassia scattered in more than 40 countries worldwide.

Definition
                The movement is a Circassian popular Organization  to include all Circassians in Diaspora and the motherland, and to work on the restoration of the legitimate national rights of the Circassian nation on their historical homeland Circassia through peaceful means, which are guaranteed by international conventions and laws.
Article II:
Vision
                To ensure securing the right of self-determination of the Circassian nation according to the laws and international conventions, including the option of creating an independent Circassian state.

Article III:
Charter
                stemming from the fact that Circassians of different nationalities in the world and the multiplicity of their administrative entities in the Caucasus, they constitute one nation and their historical homeland  is Circassia and stemming from a belief in the justice of their cause and their right to regain their historical rights in their homeland in the North Caucasus as it was stipulated by international laws and the U.N Charter and the Universal Declaration of Human Rights they must enjoy the right of  self-determination through a direct and free referendum under the supervision of an impartial international body  by all Circassians in order to decide their own fate and to have the option of creating an independent united sovereign state over their homeland in the Caucasus, and this should be conducted through dialogue and the exertion of  political and diplomatic efforts locally, regionally and internationally, including the Russian Federation by virtue of its historical responsibility for the Circassian tragedy, with an emphasis on the renunciation of violence and terrorism in all its forms and manifestations and rejecting extremism and intolerance and a adherence to peaceful means to recover the stolen Circassian rights and dealing with people and other nations on the basis of mutual respect and non-interference in internal affairs and to respect all treaties and abide by conventions and international laws and the Circassian state once established it will maintain friendly relations with Russia based on the principle of good neighborliness.

Article IV:
National Program
First: to demand of the Russian Federation to recognize and formally apologize to the Circassian people for all the pain, misfortunes and calamities they suffered from during the Tsarist and Soviet eras by virtue of historical and legal responsibility for the tragedy of the Circassians, as well as demanding the right of return and compensation and the right to self-determination.
Second: to work on improving the situation of the Circassians morally, culturally and economically in their whereabouts.
Third: enhance relations with the Circassians in the homeland and demanding local authorities to facilitate the communication processes in terms of visits, residency, work down to the right of citizenship.
Fourth: to strengthen relations between the Circassians around the world, especially the countries where the bulk of the Circassians reside in them outside their homeland, with an emphasis on the fact that they form an integral part of the national fabric of these countries.
Fifth: work to protect the Circassian nation of extinction and melting in other communities that live among them.
Sixth: open channels of communication with all countries and international institutions and forums to drum up support and advocacy for the Circassian national rights to freedom and independence.
Seventh: The work to transform the Circassian just cause to an international humanitarian issue on the international political arena, and urge world States to recognize the process of mass genocide and forced displacement, which the Circassian nation was exposed to.
Eighth: open a constructive dialogue with the Russian Federation by virtue of its responsibility for what happened to the Circassian people in the Caucasus.
Ninth: Working to preserve the identity, language, heritage, culture, music and folklore of the Circassian nation ,  through the teaching of the Circassian language and the establishment of schools, colleges, institutions and cultural, scientific and technical centers  and holding local, regional and international seminars and conferences for this purpose.
Tenth: Work on the establishment of a Circassian national fund which all Circassian will contribute in voluntarily to serve and support the Circassian cause.
Eleventh: preparation of a comprehensive historic demographic and political file and a list of demands, to illustrates the Circassian issue from the year 1763 until present day to highlight the magnitude of the suffering and tragedies that befell the Circassians and the forcible removal from their native country.
Twelfth: preparation of a comprehensive legal file includes all the legal arguments on the case for the use of the Circassians by the to convince the international community with the justice of the cause.
Thirteenth: Work on the adoption of the Latin alphabet in writing and reading the Adyghe language.
Fourteenth: to utilize the capabilities of all Circassians wherever they are to support the Circassian issue.
Fifteenth: work to strengthen the ties of kinship and encourage the return and intensify visits and boost tourism to the motherland.
Sixteenth: find an independent sustainable media platform for the movement.
Seventeenth: the development of political awareness of the Circassians, especially the youth and women to establish a community well aware of the political map of visions that are in favor of the Circassian cause.
Eighteenth: urge Circassians with various professional disciplines (engineers, doctors, lawyers, teachers and workers to engage in the membership of professional associations and unions, student unions and women's federations locally and internationally and provide support to those who are well qualified.
Nineteenth: urge Circassian institutions to adopt more guidance care programs for the children intellectually, culturally, scientifically and mathematically through the establishment of camps, festivals and exchange missions between them.
Twenty: Work on the establishment of an active and effective global Circassian women's movement.
Twenty-one: raise awareness about the importance of internal organization of Circassians in Diaspora.
Twenty-two: the call to the need to always adhere to the system of values, customs and traditions of the Circassians that are compatible with the social, scientific and economic development.

Article V:
Organization
  First: the branch of the Circassian national Movement is governed by the Executive Office of the branch locally  and globally governed the general Secretariat of the movement.
Second: the Executive Office of a branch includes  five members elected by the members of the general assembly then the elected Executive Office elect  a president, a vice president a secretary and a treasurer among themselves by secret ballot.
Third: the General Secretariat for the movement is formed of the heads of the branches and their deputies, then the elected General Secretariat elect  a president, a vice president a secretary and a treasurer among themselves by secret ballot.
Fourth: the Executive Office of the branch convenes once a month at least, and the General Secretariat convenes at least once annually.
Fifth: The term of Executive Office of the Branch is three years and the term of the General Secretariat of the movement is two years from the date of their election.
Sixth: It is permissible to hold meetings of the General Secretariat of the movement remotely by using alternative communication devices.
Seventh: The functions of the Executive Office of the branch and the General Secretariat is the follow-up of activities of institutions and committees emanating from the movement and it can be dissolved with the consent of two-thirds of the members of the Executive Office of the branch and the General Secretariat of the movement.
Eighth: The office of the Executive Branch convenes within 30 days of the beginning of the New Year's an ordinary meeting of the General Assembly also the General Secretariat convenes  within 60 days for a regular meeting of its members and the agenda should includes the following:
A. Reading of the administrative and financial reports for the year ended.
B. Discuss the estimated budget.
C. Suggestions received in writing from members one month before convening.
D. The appointment of an auditor.
E. Vacancies in the office of the Executive Branch and the General Secretariat of the movement, if any.
Ninth: The office of the Executive Branch convenes an electoral meeting every three years and the General Secretariat of the movement every two years, the agenda should include the following:
A. Reading the financial and administrative reports.
B. The appointment of a certified legal auditor.
C. The resignation of the governing body.
D. Election of the Executive Office of the branch and the General Secretariat of the movement.
Tenth: the Circassian National Fund is supervised by the General Secretariat through the council of treasurers.  
Eleventh: assets of Sub-funds to be transferred as soon as possible to the National Fund.
Twelfth: the Circassian National Fund have the right to accept unconditional gifts and donations
Thirteenth the General Secretariat of the International Circassian movement issues detailed administrative and financial instructions for the Circassian National Fund as soon as its established.

Article VI:
Membership
First: Each Circassian male / female  enjoys the legal capacity to be a member of the movement if desired.
Secondly: the decision to dismiss a member comes from the Executive Office of the branch if a member commits an act that  would harm the movement morally or physically.
Third: the Executive Office of the branch have the right to award honorary membership in special cases.
