The problem is not an organizational frailty such as lack of money or staff.
The main problem is that ICA isu nder tutelage of a bureaucratic oligarchy.
And ICA is putting Circassian diaspora under tutelage as well.
Fiasco of Sochi 2014 and the Syrian tragedy clarified this picture.
Can this tutelage be denied in 150th anniversary of the Genoside and Exile?
ICA was established in 1991. It did a great job in years called as Russian thermidor. In year 2000, when Russia passed to bonapartism, it was "nationalized". ICA was no more a "civil" organization protecting the Circassian world’s interests.
Its’ duty was to protect the status quo from the Circassian diaspora.
But even if it was emptied, existence of ICA on the Russian Federation (RF) land was giving Moscow a psychological advantage. For an inattentive point of view, it could be seen as the legal and legitimate center of the Circassian world in RF.
In fact, ICA was an organization existing in Circassia, but serving the interests of bureaucratic oligarchy.
The strategy of putting tutelage on Circassian world roots in the Cold War years. In the beginning of 50’s, Soviet radios started to make propaganda as "Circassian People was reborn by the October Revolution".
The main purpose of this was to transform the Circassian diaspora’s love of their homeland, which has been inherited from generation to generation, into sympathy to Soviet regime. In Cold War conditions, homeland was preceding the villager Circassian diaspora that had cultural associations as the most advanced form of organization.
Soviet Union fell, Russian Federation has passed to capitalist economy, but her big state reflex that was accustomed to put Circassian diaspora under tutelage had never disappeared. From past to present, the only subject that never break with the past was the continuity of the geopolitical interests.
"Considering the last 14 years", it’s not possible to answer the question "whose organization is ICA ?" as "of the silent majority". People close to ICA were considering the diaspora’s event most bona fide criticisms as interference in the internal affairs of homeland; moreover they searched for a western complot behind it.
What about ICA’s "managing" the diaspora –let’s not say "designing"- ? Or is it a natural incontestable right of homeland (one may read this as status-quo) to "manage" the diaspora? For a president in homeland, is it sociologically possible (if he has an intention to..) understand the complex dynamics of diaspora?
Especially, if he is a member of the bureaucratic oligarchy? To whom do you think he will display loyalty?
ICA made a wrong decision in Sochi-2014; they didn’t take into consideration the Circassian people’s sensitiveness that they were supposed to represent.
It resigned itself to the interests and manipulations of bureaucratic oligarchy.
The mindset that they served locked up the Circassian people to the showcases of Sochi Museum of Art as a folkloric object. They didn’t regard the democratic demands of Circassian people, who they saw as an archaic people.
Because, there couldn’t be any historical and political demands of such a people.
The Syrian tragedy raised the awareness of Circassian people. Syria is now a political issue for Circassians. Circassians living in countries such as Turkey and Jordan comprehended that the doors of homeland will not be open for them in case they live a calamity similar to this.
CALL TO THE CIRCASSIAN DIASPORA!
1. Diaspora organizations shall unsubscribe from ICA!
2. A new global solidarity organization between Diaspora and Circassia shall be established!
3. Until the doors of homeland open to the Circassian refugees from Syria, they should be provided to rally in a safe country!
4. Center of this new global organization shall be a country and city appropriate for political activism!
5. New global organization shall never compromise its’ "social", democratic and peaceful character!
6. New global organization shall be transparent and open to audit by Circassian people!
7. "Politization" and "Solidarity" shall be focused on for the next 5 years!
8. It shall be worked on making diaspora sociologically prepared for repatriation!
9. Political problems, human rights abuses, environmental destruction and corruptions in homeland shall be announced to the world!
10. Circassian Question shall be addressed worldwide!
11. Circassian Politics shall be built on a global scale!
LET’S TURN THE "YEAR OF MOURNING" INTO RESURRECTION AND STRUGGLE!

AS A FIRST STEP TO AN EQUAL RELATIONSHIP WITH CIRCASSIA,
LET’S SAY "NO" TO THE INTERNATIONAL CIRCASSIAN ASSOCIATION’S TUTELAGE!
