Residents of Kabardino-Balkaria asks Ella Pamfilova for help


Ella Pamfilova, the Russian Commissioner for Human Rights, took part in the coordination meeting of Ombudsmen of North-Caucasian republics, which was held in Nalchik on September 16. After the meeting at the Government House in Nalchik, Ella Pamfilova met citizens and journalists.

Local residents asked the Russian Commissioner for Human Rights for help in solving their problems, including housing and land issues.

In the course of the meeting with journalists, Ella Pamfilova has noted that the human rights problems in the Kabardino-Balkarian Republic (KBR) do not differ much from the problems of other regions. The problems are related to housing, land use, and social protection issues.

Ella Pamfilova has emphasized that this year, the number of complaints received from the North-Caucasian Federal District (NCFD) is a bit more than 3% of the total number of complaints received from the regions. Most of the complaints concerns activities of the law enforcement agencies, compliance with citizens' housing and labour rights, corruption, and cost of housing services.

Ella Pamfilova has also announced her intention to make a legislative initiative on the issue of counterterrorist operations (CTOs).

"The problem is quite acute for a number of regions. Here, we speak of direct responsibility of those carrying out the special operations. They shall also be responsible for the elimination of the consequences of CTOs."
